I guess you have to ask what the State Departnnt does, in contrast to its mission statement. I don’t even recall how that was described to me in college over 45 years ago. If you assume its duties have something to do with the diplomatic interface between US policy and foreign countries, State makes sense.

But Policy is a consistent set of principles applied over time. And the absence of policy or an ethereal, romantic liberal attitude acting like a policy, gives you a Libya, an Egypt, an Iraq and an Afghanistan. You also get an intrusive Sec of State wandering around a troubled continent sounding like a community college Civics teacher.
